Howard District was created from the western portion of Anne Arundel County in 1838 and was recognized as Howard County under Maryland’s 1851 Constitution. The county was named for John Eager Howard, a Revolutionary War officer, Maryland governor, and statesman.

Agriculture, mills, rivers, and early transportation routes shaped the county’s development. Ellicott’s Mills grew along the Patapsco River, and the Baltimore & Ohio Railroad connected the community with Baltimore. The Ellicott City station, built in 1831, was the terminus of the railroad’s first 13 miles and is now preserved as a county museum. Savage developed around its textile mill and railroad connections along the Little Patuxent River.

Road construction and regional growth brought substantial change during the twentieth century. In the 1960s, Columbia was developed as a large planned community organized around ten villages, neighborhood centers, open space, and shared amenities. Columbia remains the county’s largest concentration of housing, business activity, cultural destinations, and community services.

Today, Howard County contains no incorporated cities or towns. It combines Columbia’s planned villages, Historic Ellicott City, communities along the Route 1 and I-95 corridors, and lower-density rural and preserved landscapes in western Howard County. County government provides the local government services that incorporated municipalities would ordinarily provide.

Howard County is connected by several major regional roads. I-95 provides north–south access between the Baltimore and Washington regions, while I-70 connects the county with Baltimore, Frederick County, and communities farther west. US 29, MD 32, MD 100, US 1, MD 108, and other local roads connect Columbia, Ellicott City, Elkridge, Clarksville, Fulton, Jessup, Savage, and western Howard County communities.

The Regional Transportation Agency of Central Maryland operates fixed-route bus service throughout Columbia and portions of Ellicott City, Elkridge, North Laurel, Jessup, Savage, and surrounding communities. Routes connect destinations such as The Mall in Columbia, Howard Community College, Howard County General Hospital, Old Ellicott City, Dorsey MARC, Arundel Mills, and Laurel. MARC’s Camden Line serves the Dorsey, Jessup, and Savage stations, providing weekday connections toward Washington Union Station and Baltimore’s Camden Station. Individual trains do not stop at every station, particularly Jessup, so travelers should review the current timetable.

Howard County is also extending Montgomery County’s Flash Bus Rapid Transit service along the US 29 corridor, with planned Howard County stops at Maple Lawn, Johns Hopkins Applied Physics Laboratory, and Downtown Columbia. Construction began in 2026, and service is currently expected to begin in fall 2026; visitors should verify the latest project status before relying on it.

Transportation access varies substantially across the county. Buyers should compare the specific property’s distance to major roads, RTA service, MARC stations, park-and-ride options, employment centers, and everyday destinations rather than relying on a single countywide commute estimate.

HCPSS offers neighborhood schools alongside Gifted and Talented programming, Advanced Placement courses, Career Academies, and college- and career-readiness pathways. Thirteen Career Academies are offered through the Applications and Research Laboratory, while the JumpStart partnership with Howard Community College allows qualifying students to earn college credits, explore career pathways, and potentially work toward an associate degree. Program participation may depend on prerequisites, applications, available space, and other requirements.
